[jsr294-modularity-eg] Simple Module System Proposal

What is making this JSR interesting is that so much of its success relies on
the "reference implementation" -- Jigsaw. But seriously, with a scope so
large how can this JSR be a success unless multiple independent module
systems are developed? A lot of designs make sense on paper, but commonly I
see "gotchas" that always pop up during construction. I am concerned that if
no one builds a parallel implementation (leaving Jigsaw being the lone
success), no one will really know how good (or bad) this spec will be until
later on. What works well for Jigsaw may not work good for OSGi, or Maven,
etc.
