Well, I think that as with some other issues in the list, we should give the
motivation for it. For example: "Sometimes programmer's intent is to
restrict access to certain types in the package. Explicitly listing all the
types in the package excluding those could become tedious, and also could
result in the growth of the size of the superpackage file"
