Thanks Andreas. It was only in conversation in the context of JSR 277 
yesterday that I realised that licensing was the issue, so fair enough.

(I must admit to being puzzled by the distinction between a strawman 
spec., which requires a click-through license, and a post to a mailing 
list, which doesn't. Either type of material could find itself in the 
final spec. If anyone can enlighten me, I'd appreciate it, but it's 
irrelevant from a technical perspective, so I can live without an 
explanation.)
