[jsr294-modularity-eg] Superpackage Strawman

The strawman looks like a good starting point and I'd like to understand 
fairly soon what changes if any are necessary to enable JSR 291 to use JSR 
294 based on the statement: 

JSR 294 is intended to be independent of the deployment mechanism and can 
be used with JAR files and existing ClassLoaders, JSR 277 modules, or 
other deployment methods.
