[Isolate-interest] TCK and spec review

The TCK would really help with spec review.  You haven't really tested a
spec until you have two implementations of it--preferably by two different
parties.  If implementers have any questions, the spec may be unclear or
incomplete.  If implementers produce something that passes the TCK, but
fails the spec, the TCK is incomplete.

Whether you succeed or fail, your efforts to release the TCK are greatly
appreciated.
