[Isolate-interest] Preferences

I checked the mail and actually Josh just said "OK" and "thanks for the heads
up" so I overstated the situation with my last msg.
The chance of Preferences getting into CDC soon appears to be slim and the
chance of it getting into CLDC appears to be none. The change I mentioned
was to revert to a variation on a proposal made by much earlier for a class
specifically designed to carry context from a parent to a child isolate
that is the same everywhere, with no discontinuity between implementations
where Preferences is available vs where they are not. This in turn was
connected to the fact that Isolate naturally goes into the bottom of the
packaging hierarchy. A smaller issue was the fact that TransientPreferences
didn't go into Tiger.
